Founder & CEO
As SIG’s President & COO, Jackie Marsteller provides leadership and corporate oversight for all areas of the business. Jackie has more than 30 years of corporate development, technical leadership, and program management experience, which includes building and leading business units with complex Federal Government programs, projects, and contracts exceeding $1B in funding and backlog. Ms. Marsteller possesses client-centric business development expertise with intimate domain knowledge across a wide segment of government agencies. In 2022 Ms. Marsteller was awarded WashingtonExec’s Pinnacle Executive of the Year for National Security, is a Board member of The Patuxent Partnership, and is a graduate of Leadership Maryland – a statewide program of community leaders designed to drive meaningful change. Ms. Marsteller holds a Bachelor of Science in Business from George Mason University. A native of northern Virginia and currently residing in St. Mary’s County, Maryland with her husband and son, she enjoys golfing, playing with her dogs, boating and hiking.
As Vice President of Technology at SIG, Fritz Finley leads with a blend of strategic vision and hands-on innovation across cloud transformation, cybersecurity, data analytics, DevOps, and automation. Mr. Finley has architected and delivered a cloud management platform adopted by Fortune 500 companies, and as a fractional CTO for a managed cybersecurity firm, he resolved scaling and operational challenges—ultimately guiding its successful acquisition by a private equity group. Mr. Finley brings deep expertise in custom application development and complex solution integration, remaining actively engaged in technology evaluation and workforce mentorship. His leadership spans commercial and federal domains, having served as an executive consultant and architect to Federal, DoD, and Intelligence Community stakeholders. A proven liaison between investors, boards, executive leadership, and technical teams, Fritz ensures business imperatives are translated into best-in-class technology execution. He has overseen P&L for software and services firms, built operational cost models for data centers, and led optimization and validation efforts for cloud transformation projects exceeding $60M. When not supporting SIG, Mr. Fritz enjoys restoring cars.
As a strategic consultant to SIG, Todd Robyak, CF APMP, PMP advises and supports business development, capture, proposal, and marketing projects. With over 28 years of experience in the GovCon market, he has led successful pursuits ranging from six-figure efforts to multi-billion-dollar single-award deals. In 2014, he founded a small business focused on growth-oriented support for contractors, building a client base of over 65 companies and achieving an above-average PWIN of 44%. Previously, he held executive roles in capture and proposal operations at firms now part of Guidehouse and GovCIO, and earlier served in management positions at companies that became CGI Federal and Accenture. A Washington Metro native, Mr. Robyak serves in leading positions on the Boards of two organizations and enjoys running, golf, softball, and home improvement projects. He holds an M.S. in Technology Management from George Mason University, a B.S. in Environmental Science from Virginia Tech, and a Federal CIO University certificate.
